The Evidence of Cream Skimming Among Long-Term Care Service`s Provider

Abstract
The purpose of this study is to test empirically the phenomenon that Long-term care facilities select patients in terms of the cream skimming. A merged dataset combining surveys from 248 Long-Term Care facilities and online resources from NHIC administrative for NLTCI(National Long-Term Care Insurance) was used and analyzed by multiple regression. Unlike the policy intention of Long-Term Care program, empirical findings indicate that the evidence of the service provider``s cream skimming behaviors. Creaming of the three risk selection was partially caused, it was confirmed skimping and dumping. However, this study has many limitations in terms of initial market research is not fully mature Long-term care market. Even after Long-term care market, a somewhat mature but requires continuous monitoring, the government will be to establish in terms of policy alternative to avoid or prevent cream skimming.
